At Tot Wheels LLC, transportation is more than getting from point A to point B—it’s about caring for children like they’re our own. As longtime members of the Newport News community, Neil and Casandra Pannell have dedicated much of their lives to serving families through Newport News Public Schools and beyond.

Casandra brings 2 years of experience as a trusted NNPS bus driver and Executive Assistant to the Facilities Director, along with years of nurturing children through her in-home childcare, Tiny Tots. Neil has proudly served NNPS for 15 years as both a bus driver and a bus driver trainer, helping to mentor and guide others in the profession. Together, our passion for safety, reliability, and the well-being of children has been the foundation of everything we do.

We started Tot Wheels because we saw a need that couldn’t be ignored. With driver shortages at NNPS, many children are left walking long distances to bus stops, or, in some cases, without bus service at all. We knew families deserved better. Tot Wheels was born out of our desire to be part of the solution: to provide safe, reliable transportation for children, to ease the burden for parents, and to create new job opportunities in our community.
